One-call systems are commonly used for data transfer between (pipeline) operator and the government or other parties.

The Dutch government has identified, a long time ago, that excavation activities are “ High Risk“ to cable and pipeline owners. Therefore the Kadaster has developed a Digital platform (WION) where pipeline owners , contractors, construction companies need to upload information regarding digging activities and pipeline owners are informed of any digging activities near their pipeline or cables.

Since the beginning of 2019 the WION has been replaced by the WIBON.

KLIC-WIN is a combination of the Dutch WIBON (de Nederlandse Wet informatie-uitwisseling bovengrondse en ondergrondse netten en netwerken) en the Europeaan INSPIRE (de Europese richtlijn Infrastructure for Spatial Information in the European Community) platform.
So Dutch Network managers who are subject to an INSPIRE obligation and who store their network information with Kadaster from 1 January 2019 will automatically comply with their INSPIRE obligation after the INSPIRE laws and regulations have been amended.
